MINUTES OF THE REGULAR MEETING OF THE SIR WILFRID LAURIER SCHOOL BOARD

HELD ON 1999-02-17

A Regular meeting of the Sir Wilfrid Laurier School Board was held in the Auditorium of Rosemere High School, 530 Northcote, Rosemere, QC on Wednesday, 1999-02-17 at 19:30 hours, at which were present:

The Chairman called the meeting to order at 19:35 hours.

 

The Chairman welcomed everyone to the meeting.

He began by stating that to mark Teacher Appreciation Week he wished to extend, on behalf of the Council of Commissioners, appreciation to all teachers of the Sir Wilfrid Laurier School Board for their constant efforts and dedication to the success of their students.

 

1.0 ACCEPTANCE OF AGENDA:

2.0 APPROVAL OF MINUTES:

Mario Gaulin noted that on page 0091 of the minutes of the Regular meeting of 1999-01-20 the last paragraph on the page should read "Mario Gaulin also noted. ." instead of "Walter Fogel also noted. .".

Walter Fogel noted that on page 0083 of the minutes of the Special meeting of 1999-01-18 in the first paragraph on the page the word "Library" should be replaced by "Auditorium".

Mr. Fogel also noted that on page 0092 of the minutes of the Regular meeting of 1999-01-20 the second to last paragraph on the page should read "The Chairman ordered the Council into committee" instead of "The Chairman MOVED THAT the Council go into committee.".

He also noted that on page 0095 of the same minutes that resolution #990120-ED-0168 should precede resolution #990120-ED-0167.

He further pointed out that on page 0097 of the said meeting that resolution #990120-CA-0169 should read ". . . Canadian Charter of Rights and Freedoms be removed from the table." instead of ". . . Canadian Charter of Rights and Freedoms be rescinded.".

3.0 CHAIRMAN’S REPORT:

The Chairman informed the audience that the Council of Commissioners was sensitized to the major topic on the agenda noting that the decisions that will be taken on the school transportation zones for 1999-2000 have been the subject of many lengthy discussions and several meetings. He further went on to state that the decisions to be taken on school transportation zones had been taken very seriously and had not been easy.

 

4.0 QUESTION PERIOD:

Nina Guitard, representing parents from the Repentigny area whose children attend high schools in Montreal by agreement with the English Montreal School Board, expressed concern on the decision to repatriate students to Rosemere High School. She asked that the board maintain the agreement with the English Montreal School Board and provide students with transportation to their schools in Montreal.

 

Susan Townsend presented a petition to the Council of Commissioners on behalf of Mountainview Elementary School voicing their continued objection to the proposed rezoning and the issue of student safety in the walking zones.

 

John Dugal also presented a petition on behalf of St-Jude Elementary School concerning the rezoning.

Earl Buttle on behalf of the Governing Board of Sacred Heart Middle School, presented a resolution to the Council asking that the students who attend Sacred Heart and Laval Catholic High School who live in the Val-des-Brises area of Laval be guaranteed Société de transport de Laval (STL) bus service in their area.

 

 

In response to questions from Steve Morgan, representing McCaig Elementary School, the Director General advised that the Three Year Plan for the Allocation and Destination of Immoveables would be presented for approval in principle at the March meeting of the Council. He further noted that the consultation process on how to house the overflow of McCaig Elementary School could only begin once the zoning is approved.

 

 

Rick Lapointe, a parent, noted that though most parents understand that the Government is continually reducing budgets he considered it the mandate of the Council to provide taxpayers with specifics on how government allocations are obtained and distributed and to demand that the Government rectify the large shortfall in the area of budgets for school transportation. He went on to note that education and the students should come before any other requirement of the school board.

 

 

Debbie Thorburn, a Rosemere High School parent, expressed her concern over the rezoning noting that although funding is important it should never take precedent over the well being of a student. She went on to note that in her opinion there was not enough time for consultation on this issue and that there was only enough time for the parents to tell the Council what the school community did not want, whereas there should have been an opportunity for the school community and the school board to work together.

 

 

In response to questions that arose during the question period in respect to secondary students in the Repentigny area attending schools in Montreal, the Chairman advised that the ententes would be maintained but that transportation would not be provided. He also stated that the Directorate is trying to negotiate an agreement with the English Montreal School Board for the transportation of students from the Repentigny area.

 

 

The Chairman thanked Mrs. Townsend and Mr. Dugal for their petitions and noted that their concerns would probably be answered when the rezoning resolutions are presented.

 

In response to the resolution from Sacred Heart Middle School on the issue of STL transportation for students residing in the Val-des-Brises development, the Chairman noted that it had been the choice of the residents of that area not to have the STL running through the neighbourhood and that he was not aware that the STL had any plans to create new routes for that area at this time.

 

 

In response to the several questions raised by Rick Lapointe, the Director General noted that the Sir Wilfrid Laurier School Board is trying to reduce the gap between the amount of funding received for transportation, approximately 6 000 000$, and the amount spent on transportation, 6 900 000$. He went on to advise that even if the proposed rezoning were adopted it would result in a reduction in transportation costs but that Transportation will still appear as a deficit in the board’s budget.

He continued by advising that the Ministère de l’Éducation is aware of the underfunding of transportation in all school boards, especially those with extensive territory such as ours, but that for the time being school boards will have to make due with what is currently allocated as the government is committed to meeting its zero deficit budget target.

 

 

In response to several questions concerning the use of the STL, Mr. Martini advised that the representatives of the STL had provided the school board with the necessary information on the public transit service it could offer, proposed a resolution concerning the use of STL be adopted by the Council. He went on to advise that the next step would be to negotiate a protocol of agreement.

 

 

In response to questions on the students who reside in the Repentigny area, Mr. Martini reminded those present that the students live on Sir Wilfrid Laurier School Board territory and are zoned to attend its schools. Currently students at the elementary level from this area attend Holy Rosary Elementary School or Lewis King Elementary School in Mascouche, but there are those who attend the McLearon School in Montreal by agreement with the English Montreal School Board. He went on to explain that this agreement has been renewed for the next two (2) years. He stated that an agreement for students to attend schools in Montreal at their parent’s request will be entered into, though in such cases transportation is not provided.

 

 

In answer to several questions about the starting time for Souvenir Elementary School for the 1999-2000, Mr. Martini advised that it will be 8 h 30 and students will be arriving at the school between 8 h 10 and 8 h 30. Since the teachers may not be assigned duties prior to 8 h 30, supervisors will be engaged to supervise the students until school starts.

In response to questions concerning the McCaig Elementary School annex, Mr. Martini informed those present that if the annex was to be contained within the excess space available at Rosemere High School, the school board would provide a security system, separate entrance, a fenced playground, the necessary educational computer equipment, and any other service/equipment deemed necessary for the smooth operation of the annex. He also advised that the consultation process would include the Governing Boards of McCaig Elementary School and Rosemere High School on how to best accommodate the annex within the high school and what levels will be housed in the annex.

 

 

He went on to note that the Ministère de l’Éducation has not yet authorized permission to obtain a loan to build a new administration centre.

In response to a question from Mrs. Roberts, a parent from Rosemere High School, the Chairman noted that the Limo Car bus service from Laval to Rosemere has been examined but that nothing further can be done until the number of students involved is known.

Mark Gaudreault, a student from St-Jude Elementary School, asked that the Council of Commissioners reconsider the rezoning for the Deux-Montagnes and Laval Ouest area as it is not fair for the Council to ask that friends be separated and students should be allowed to graduate from their school.

Anita van der Ven, a parent from Laval Ouest, noted that she hoped that the Council of Commissioners has listened to the concerns expressed by parents at the general meeting held on 1999-01-18 and would act accordingly. She went on to say that parents wished to work with the Council to find common ground on the issue of rezoning and that the transportation deficit should be distributed equally throughout the Sir Wilfrid Laurier School Board territory.

Several parents spoke on their concerns over children having to leave for school at a very early hour, the safety of using STL and asked for a contingency plan for students should STL workers go on strike or fail to meet their end of a negotiated agreement.

Edward Turchyniak left the meeting. TIME: 20 55 hours

Several parents expressed concern over students arriving at school more than fifteen (15) minutes before the start of classes.

5.0 BUSINESS ARISING:

5.1 SCHOOL TRANSPORTATION ZONES FOR 1999-2000:

The Chairman provided the Council with background information on preliminary discussions with the STL noting that due to the diversity of the student population, ten (10) STL routes are to be provided for students of the Sir Wilfrid Laurier School Board and that the following resolution will allow the Directorate to enter into formal negotiations with STL.

The Council entered into discussions on the use of STL for the transportation of secondary students.

Natalie Auclair MOVED THAT the Council of Commissioners of the Sir Wilfrid Laurier School Board compensate parents of high school students residing outside their designated transportation zone in 1999-2000 should they wish to continue attending their respective schools (Lake of Two Mountains High School, Laval Catholic High School, Rosemere High School, Sacred Heart Middle School, and Western Laval High School). AND THAT this compensation be equal to the amount allocated to parents of high school students who will be transported by public transit. AND THAT furthermore, this be accorded to students presently enrolled for the 1998-1999 school year until their secondary education has been completed.

The Director General advised those present that now that the school transportation zones had been adopted the consultation process could begin with McCaig Elementary School and Rosemere High School and that the Material Resources Department would be requested to how best to accommodate the overflow of students from McCaig in Rosemere High School.

 

In response to a question from Pierre Niding concerning the possibility of building a new school in the Blainville area, the Director General noted that it is a budgetary rule of the Ministère de l’Éducation where there exists excess space within 20 kilometres of a building requiring additional space no funding is provided.

 

5.2 TRANSPORTATION POLICY & PROCEDURES:

The Director General informed the Council that due to the rezoning issue and many late responses to the consultation on the Transportation Policy and Procedures Manual, the School Based Day Care Policy, and the Delegation of Powers to Governing Boards had been received and informed Council that these items would be deferred to the next regular meeting of the Council of Commissioners to be held on 1999-03-17.

 

The Director General reviewed the changes made to the Supply of Goods and Services Policy as a result of the consultation and that the policy had been presented to both the Material Resources Committee and the Financial Resources Committee for their review and approval.

In response to a letter from Mario Gaulin complaining that the new date of the Educational Services Committee meeting made it impossible for him to attend, Nazario Facchino, Chairman of the Committee; explained that the Educational Services Committee meeting must be held prior to Executive Committee meeting and that the majority of the committee members were available on the fourth Wednesday of the month.

WHEREAS the Sir Wilfrid Laurier School Board shares the utilization of the Laval Catholic High School gymnasia with the Ville de Laval on a 50 / 50 basis as per an agreement previously signed between the Commission scolaire Chomedey de Laval and the Ville de Laval;

 

WHEREAS the floors of the Laval Catholic High School gymnasia (4 in total) need to be completely rebuilt and that the gymnasia require important maintenance work estimated at 200 000$;

 

WHEREAS the Sir Wilfrid Laurier School Board agrees in principle to a ten (10) year sharing agreement of the Laval Catholic High School gymnasia with the Ville de Laval provided that the Ville de Laval contributes at least 50% of the cost of the renovation work and agree to share the yearly operation costs of the gymnasia;

 

WHEREAS the Governing Boards of the Sacred Heart Middle School and Laval Catholic High School have been consulted and agree with the use of the gymnasia by the Ville de Laval in conformity with section 93 of the Education Act (R.S.Q., chapter I – 13.3).

 

WHEREAS the Directorate and the Material Resources Committee support the proposed agreement in principle;

 

Peter Haldimand MOVED THAT, on the recommendation of the Executive Committee, the Council of Commissioners of the Sir Wilfrid Laurier School Board request the participation of the Ville de Laval in

the renovation of the Laval Catholic High School gymnasia for an amount of 50% of the costs. AND THAT the Sir Wilfrid Laurier School Board negotiate a protocol of agreement with the Ville de Laval for the utilization of the Laval Catholic High School gymnasia for a maximum duration of ten (10) years, provided that the Ville de Laval agrees to contribute 50% of the yearly operating costs of the gymnasia.

Peter MacLaurin MOVED THAT the Sir Wilfrid Laurier School Board retain the services of Birtz, Bastien Architects, to prepare the architectural specifications, drawings, and tendering documentation for the John F. Kennedy Elementary School renovation project at the cost of 68 754$, taxes included.
