MINUTES OF THE SPECIAL MEETING OF THE SIR WILFRID LAURIER SCHOOL BOARD HELD ON 1999-06-07

A Special meeting of the Sir Wilfrid Laurier School Board was held in the Library of Rosemere High School, 530 Northcote, Rosemere, QC on Monday, 1999-06-07 19:30 hours, at which were present:

Steve Bletas, Chairman; William Pollock, Vice-Chairman; Natalie Auclair; Carolyn Curiale, Nazario Facchino, Glen Haines, Steve Kmec, Peter MacLaurin, Grace Nesi, Nancy Rupnik, and Mary Svotelis, Commissioners; and Dominic Martini, Director General.

Also present were: Robert Vallerand, Deputy Director General; Lorraine Archambault, Director of Financial Resources; George Paquette, Supervisor of Transportation; Michael Stirrup, Director of Human Resources; and Raymond Thivierge, Director of Material Resources; Willy Speeckaert, Vice-Principal of Laval Catholic High School; and Jocelyne Thompson-Ness, Recording Secretary.

Absent: Walter Fogel, Linda Gagnon, Pierre Garofano, Peter Haldimand, James McDougall, Nick Milas, Morten Schrier, and Edward Turchyniak, Commissioners; and Mario Gaulin and Pierre Niding, Parent Commissioners.

 

The Chairman called the meeting to order at 19:40 hours.

 

1.0 JOHN F. KENNEDY RENOVATION PROJECT:

The Director General reviewed the shared cost project with the MEQ for John F. Kennedy Elementary School.

He went on to inform the Commissioners that the lowest tender on the project was for an amount exceeding the budget by approximately 485 000$ and this after having scaled back certain aspects of the project.

Mr. Martini presented the Council with three (3) options developed by the Director of Financial Resources for financing the John F. Kennedy Elementary School renovation project should the decision be to go ahead despite the increased cost.

 

The Council entered into a lengthy discussion on the project and the options presented to address the situation.

 

In response to a question from Nancy Rupnik as to why the estimates of the cost of the renovation project had been so inaccurate, the Director of Material Resources explained that the need to complete the work in a short period of time required the use of overtime, double shifts, and the age of the building, especially with respect to electrical and mechanical work, have resulted in the contractors building in safety nets for unforeseen surprises once the renovations are underway. He noted that all the tenders had come in within a narrow range indicating that the contractors had all taken these factors into consideration.

In response to a question from the Chairman as to the possibility of a delayed start in the school year for students attending John F. Kennedy Elementary School, the Director General noted that the target is to finish the renovations on time but not at the expense of the quality of work. He indicated that the contractor knows that the intention is to start school on time.

Since it was agreed that the project would be maintained, the Chairman polled Commissioners as to which option they preferred for handling the additional cost of the John F. Kennedy Elementary School renovation project with the majority favouring the option to take out a loan which would be amortized over three (3) years for the amount exceeding the present budget.

As the actual amount of the loan will need to be approved by Council, the Director General noted Commissioners will have a further opportunity in the fall to determine how best to discharge the additional costs of the project once it has been completed.

WHEREAS the Sir Wilfrid Laurier School Board has resolved to undertake the renovation of the John F. Kennedy Elementary School in Laval, within the framework of a shared cost project with the Ministère de líÉducation;

WHEREAS public tenders were called and opened on 1999-05-18

WHEREAS the Directorate and the joint Financial and Material Resources Committee, and the architect are recommending that the project be undertaken by the lowest conformable bidder;

William Pollock MOVED THAT, on the recommendation of the Material Resources Committee, the Council of Commissioners of the Sir Wilfrid Laurier School Board award the renovation contract for the John F. Kennedy Elementary School to Consortium MR Canada Ltée in the amount of 1 734 577$, taxes included.

AND THAT Steve Bletas, Chairman or in his absence William Pollock, Vice-Chairman and Dominic Martini, Director General or in his absence Robert Vallerand, Deputy Director General be authorized to sign to sign all legal documents concerning this renovation project.

2.0 LAVAL CATHOLIC HIGH SCHOOL ROOFING PROJECT:

The Director of Material Resources informed the Council that the drawings and specifications for the Laval Catholic High School Roofing project are nearing completion and it is expected that the board will go to tender by the end of the week of 1999-06-07.

The Chairman stated that the grant from the Quebec government to repair the damage caused to the roof of Laval Catholic High School by the January 1998 ice storm was for 1 100 000$.

The Director General advised the Council that the time frame for this project is also tight as the tenders will be opened only at the beginning of July and the project must be largely finished by 1999-08-30.

In response to a question from Steve Kmec, the Director General advised that if the project tenders exceed the government grant the Material Resources Committee would be obliged to reconsider the project and advise the Council.

WHEREAS the Sir Wilfrid Laurier School Board has resolved to undertake the rebuilding of the Laval Catholic High School roof with a Federal Government subsidy through the Ministère de líÉducation;

WHEREAS specifications, drawings, and tendering documentation have been completed for this project;

WHEREAS the Directorate and the joint Financial and Material Resources Committee recommend that public tenders be called;

Nancy Rupnik MOVED THAT, on the recommendation of the Material Resources Committee, the Council of Commissioners of the Sir Wilfrid Laurier School Board call for public tenders for the rebuilding of the roof at Laval Catholic High School.

3.0 RATE OF INTEREST ON OUTSTANDING TAXES:

The Director of Financial Resources reviewed the rate on unpaid taxes for 1998-1999 for various school boards.

The Council entered into discussions on the rate to be set for unpaid taxes for the 1999-2000 school year.

Natalie Auclair MOVED THAT, on the recommendation of the Financial Resources Committee and in accordance with Article 316 of the Education Act, the RATE OF INTEREST ON OUTSTANDING (UNPAID) TAXES be set at 15% per annum for the school year 1999-2000.

Steve Kmec MOVED THAT the resolution to set the rate of interest on outstanding (unpaid) taxes be amended to read the RATE OF INTEREST ON OUTSTANDING (UNPAID) TAXES be set at 12% per annum for the 1999-2000 school year.
